All government schools in State to get English medium sections

In a bid to improve its relevance to equipping students of its schools with employability skills, the State government on Friday announced that it would start two English-medium sections in all its schools. It is an expansion of the scheme under which 25,000 students are enrolled in the 640 English-medium sections begun last year in 320 schools.

The government would also take a number of steps to improve its libraries and sporting facilities.

The announcements were made in the Assembly on Friday by School Education, Sports and Youth Welfare Minister Vaigaichelvan as part of his reply on the demands for grants of the School Education, Youth Welfare & Sports and Tamil Development Departments, which he heads.

“Taking into view the fact that English is a key factor in employability in this day and age, the Honourable Chief Minister has ordered that English medium sections be started in all schools in the State. A total of 1.5 lakh students are expected to benefit from this move,” Vaigaichelvan told the Assembly. The State government had begun English medium sections for Classes I and VI in Government Schools in 320 blocks across the State in 2012-13.

The Minister also announced a number of steps relating to school education like provision of educational aid instruments to 2,221 visually impaired students, chess tournament at the block, educational district, zonal and State levels, upgradation of 96 part-time libraries to rural libraries, conversion of the Tiruchirapalli, Kancheepuram and Coimbatore District Central Libraries into model libraries and a technological and content upgrade of the children’s sections in libraries.

Vaigaichelvan also announced a number of steps aimed at developing the State’s sports infrastructure. The construction of a `80 lakh swimming pool in Virudhunagar, upgradation of the artificial turf at the Mayor Radhakrishnan Hockey Stadium in Chennai, wooden flooring for the indoor stadiums in Tiruchirapalli and Tirunelveli and improvement of facilities and infrastructure at the stadiums at Villupuram.

He also said 20 lightweight precision rifles would be provided to the NCC to replace the heavy .22 rifles currently used.

The Minister also announced that the government would set up exhibitions on Thirukkural and Sangam Tamil, besides an information centre on Tamil art, culture and literature at World Tamil Research Institute in Taramani.

நடப்பு ஆண்டு முதல் 9-ம் வகுப்பில் முப்பருவ கல்விமுறையை செயல்படுத்துவது குறித்து தலைமையாசிரிகளுக்கு வழிகாட்டு நெறிமுறை பயிற்சி வருகிற 18-ம் தேதி மாவட்ட ஆசிரியர் பயிற்சி நிறுவனத்தின் மூலம் அளிக்கப்பட இருக்கிறது.

தமிழகம் முழுவதும் நிகழாண்டு முதல் தொடர் மற்றும் முழுமையான முப்பருவ கல்வி முறையை 9-வது வகுப்பில் செயல்படுத்தப்பட இருக்கிறது. இதை செயல்படுத்துவதற்கு உயர்நிலை மற்றும் மேல் நிலைப்பள்ளி தலைமையாசிரியர்களுக்கு வழிகாட்டு நெறிமுறை பயிற்சியை மாவட்ட ஆசிரியர் பயிற்சி நிறுவனத்தின் சார்பில் அளிக்கப்படுகிறது.இதில், விருதுநகர் கல்வி மாவட்டத்தைச் சேர்ந்த தலைமையாசிரியர்களுக்கு வருகிற 18-ம் தேதி ஸ்ரீவித்யா பொறியியல் கல்லூரியில் நடைபெற இருக்கிறது. அதேபோல், அருப்புக்கோட்டை கல்வி மாவட்டத்தைச் சேர்ந்த தலைமையாசிரியர்களுக்கு தேவாங்கர் ஆண்கள் மேல்நிலைப்பள்ளியிலும், ஸ்ரீவில்லிபுத்தூர் கல்வி மாவட்டத்தைச் சேர்ந்த தலைமையாசிரியர்களுக்கு இந்து மேல்நிலைப்பள்ளியிலும் வைத்து நடைபெற இருக்கிறது. எனவே இப்பயிற்சியில் தலைமையாசிரியர்கள் அனைவரும் குறிப்பிட்ட இடங்களில் நடைபெறும் வழிகாட்டு நெறிமுறை பயிற்சியில் பங்கேற்று பயனடைய வேண்டும் என மாவட்ட முதன்மைக் கல்வி அலுவலர்(பொறுப்பு) அமுதவள்ளி தெரிவித்தார்.

"பெண் குழந்தைகளுக்கு ஊக்குவிப்புத் தொகை மறுப்பு'

பள்ளி மாணவர்களின் இடைநிற்றலைக் குறைப்பதற்காக அறிமுகம் செய்யப்பட்ட பெண் குழந்தைகளுக்கான ஊக்குவிப்புத் தொகை வழங்கும் திட்டம் ஏராளமான மாவட்டங்களில் செயல்படுத்தப்படவில்லை என்று தணிக்கை துறை அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

சட்டப்பேரவையில் புதன்கிழமை தாக்கல் செய்யப்பட்ட இந்திய கணக்குத் தணிக்கைத் துறைத் தலைவரின் (சி.ஏ.ஜி) அறிக்கையில் இடம்பெற்றுள்ள விவரம்:

பள்ளி மாணவர்களின் இடைநிற்றலை குறைப்பதற்காக 3 முதல் 5-ஆம் வகுப்பு வரை படிக்கும் ஆதிதிராவிடர் மற்றும் பழங்குடியின பெண் குழந்தைகளுக்கு ரூ.500-ம், 6-ஆம் வகுப்பு படிக்கும் மாணவிகளுக்கு ரூ.1000-ம் ஊக்கத் தொகை அளிக்கும் "பெண் கல்வி ஊக்குவிப்புச் சிறப்புத் திட்டம்' அறிமுகம் செய்யப்பட்டது.

ஆதிதிராவிடர்களுக்கு கல்வியில் பின்தங்கிய 15 மாவட்டங்களிலும், பழங்குடியினருக்கு அனைத்து மாவட்டங்களிலும் இத்திட்டம் 1994-95 முதல் நடைமுறைப்படுத்தப்பட்டது. மாநிலத்தில் உள்ள அனைத்து ஆதிதிராவிடர் மற்றும் பழங்குடியின பெண் குழந்தைகளை இத்திட்டத்தில் உள்ளடக்குவதற்காக, 2011-12-ல் அனைவருக்கும் கல்வித் திட்டத்தின் கீழ் வந்த மாணவர்களின் எண்ணிக்கையின் (6,38,352) அடிப்படையில், தமிழக அரசு ரூ.40 கோடி ஒப்பளிப்பு செய்தது.

இந்த ஊக்குவிப்புத் தொகை வழங்குவதில் சமச்சீரான முறை இல்லாததால், அரசு ஒப்பளிப்பு செய்த இந்த தொகை முழுமையாக பயன்படுத்தப்படவில்லை.

அரசு ஒப்பளிப்பு செய்த ரூ.40 கோடியில் பயனாளிகளுக்கு ரூ. 21.25 கோடி மட்டுமே வழங்கப்பட்டு, மீதமுள்ள ரூ. 18.75 கோடி திரும்ப ஒப்பளிப்பு செய்யப்பட்டுள்ளது.

குறிப்பாக திருவாரூர், திருநெல்வேலி, வேலூர், விழுப்புரம் மாவட்டங்களில் இந்தத் திட்டத்தின் கீழ் பெறப்பட்ட ரூ.19.65 லட்சம் மதிப்பிலான காசோலைகள் 3 முதல் 6 மாதங்கள் வரை பணமாக்கப்படாமல் இருந்ததால், பெண் குழந்தைகளுக்கு பலன் மறுக்கப்பட்டது.

துப்பட்டா இல்லாத சுடிதார் சீருடை: ஆதிதிராவிடர் நலப் பள்ளிகளில் மாணவர்களுக்கு சீருடைகள் ஒரு மாதம் முதல் 12 மாதங்கள் தாமதமாக வழங்கியிருப்பது தணிக்கையில் தெரியவந்துள்ளது.

சென்னை, ராமநாதபுரம், திருநெல்வேலி, திருவாரூர், வேலூர் மாவட்டங்களில் கல்வியாண்டின் செப்டம்பர் மாதத்திலும், அதற்கு பின்னருமே சீருடை வழங்கும் பணி தொடங்கப்பட்டுள்ளது.

திருநெல்வேலி மாவட்டத்தில் 2011-12-ஆம் கல்வி ஆண்டுக்கான சீருடை வழங்கும் பணி, அதற்கு அடுத்த கல்வியாண்டில் (ஜூன் 2012) ஆரம்பிக்கப்பட்டுள்ளது.

விழுப்புரம் மாவட்டத்தில் 2011-12-ஆம் கல்வியாண்டில் 6-ஆம் வகுப்பு முதல் பிளஸ்-2 வகுப்பு வரை படிக்கும் அனைத்து 5,157 மாணவிகளுக்கும் துப்பட்டா இல்லாமல் சுடிதார் மட்டுமே வழங்கப்பட்டுள்ளது.
